ILIAS LMS review: a mature open-source LMS, and what it costs to run
ILIAS is a free, open-source learning management system in development since 1998 and maintained by a non-profit society in Germany. It is used by universities, schools, public authorities and companies.
Short answer
ILIAS is a good choice if you want a mature, truly open-source LMS with strong testing and e-exam tools, full control of your data, and either in-house IT or a European service provider to run it. It is a weaker fit if you want a vendor to host and support everything, an English-first community, or out-of-the-box connections to US association systems. In that case, a hosted LMS such as MyPass LMS, or its free Community Edition, may be quicker to get running.

Who ILIAS fits
A good fit if you
- Want open-source software you can inspect, modify and run without a license fee
- Run exams and assessments at scale, such as a university or public training body
- Need to keep data on your own servers in line with GDPR
- Have IT staff, or budget for a service provider, to host and maintain it
Look elsewhere if you
- Want one vendor to host, support and update the platform for a single monthly price
- Need ready-made integrations with an AMS such as iMIS, Fonteva or Nimble AMS
- Prefer an English-first product and community (much of the ecosystem is German-speaking)
What ILIAS is
ILIAS is an open-source learning management system published under the GNU General Public License 3.0, free of charge. Development started in 1998, and the current major version is ILIAS 11. The project describes itself as "The Open Source Learning Management System" and says there are thousands of active installations with millions of users worldwide.
The software is maintained by ILIAS open source e-Learning e.V., the ILIAS Society, a non-profit association based in Cologne, Germany. Its stated aim is to keep development independent and transparent. Universities, public bodies and companies join as members and have a say in the roadmap, and the project lists more than 90 institutional members.
ILIAS has no single company selling it. Instead, a network of professional service providers, mostly in Germany and Switzerland, with others in Austria, Italy and Spain, offer hosting, implementation, training and custom development. Many of them also maintain parts of the ILIAS core code. Named business users include Generali, KROHNE, Skyguide and SACMI.
Key features
Tests and e-exams
A strong focus of the project, with tests and assessments, e-exams and IMS QTI support for exchanging questions. ILIAS runs a dedicated e-assessment special interest group.
Courses and study programmes
Course management, learning modules, study programmes and learning plans for structuring self-study phases.
Collaboration and portfolios
Wikis, glossaries, blogs, forums, chat, mail, surveys and a personal workspace with portfolios.
Standards support
SCORM 1.2 and SCORM 2004 (as player and authoring environment), IMS QTI, IMS LTI and LOM metadata.
Roles, rights and certificates
A detailed roles and permissions system that can mirror your organization. Certificates for completed courses and tests, and auto-enrollment by connecting personnel administration.
Plug-ins and branding
Adjust the look to your brand and extend ILIAS through a plug-in interface, with plug-ins built by the community and service providers.
ILIAS pricing
ILIAS has no license fee. You can download it and run it on your own server. The real costs are everything around the software: the server, a database, backups, security updates, version upgrades and the staff time to configure a system with this many options.
If you do not want to run it yourself, you can hire one of the ILIAS service providers for hosting, implementation support, training or custom development. Their prices are not published on ilias.de; you request quotes, and the society offers one contact address to reach all providers at once. Joining the ILIAS Society as a member is optional and gives you a voice in development.

ILIAS vs MyPass LMS
Both can cost nothing in software. ILIAS is fully open source under GPL 3.0, built and governed by a community. MyPass Community Edition is the free, self-hosted open core of MyPass LMS: free to run with unlimited registered users, but made by one company, which also sells hosted plans. Here is how they compare.
| What matters | ILIAS | MyPass LMS |
|---|---|---|
| License and source code | GPL 3.0 open source; you can read and change the code | Free to download and run, no license key; open core, not described as open source |
| Maturity and community | Since 1998, non-profit society with 90+ institutional members | Kprise has built training software since 2010; smaller community, forum support for Community Edition |
| Testing and academic tools | E-exams, QTI, LTI, study programmes, portfolios | Question banks, pools, timed exams, webcam proctoring review; academic tools are not a focus |
| Running it yourself | Run on your own web server; many hosting options through providers | Windows bundle with a setup wizard and a MySQL database |
| Managed hosting | Through independent service providers, quoted individually | From Kprise: $79 or $249 a month billed annually, 15-day free trial |
| Associations and selling courses | AMS integrations and course sales are not advertised | Syncs with 10 AMS platforms; sell courses through Stripe with no MyPass commission |
ILIAS alternatives
ILIAS questions, answered
Is ILIAS a good LMS?
For the right organization, yes. ILIAS is mature, open source and strong at tests, e-exams and structured courses, which is why universities and public bodies use it. The trade-offs are the effort to host and configure it and a largely German-speaking ecosystem. It suits teams with IT support or a service provider better than small teams that want a ready-made hosted LMS.
Is ILIAS really free?
Yes. ILIAS is published under the GNU General Public License 3.0 with no license fee. What you pay for is running it: servers, database, backups, upgrades and staff time, or a service provider who handles hosting and support for you. Those provider prices are not published, so get quotes before comparing ILIAS with a hosted LMS.
Who maintains ILIAS?
ILIAS is maintained by ILIAS open source e-Learning e.V., a non-profit association in Cologne, Germany, known as the ILIAS Society. Members include universities, public institutions and companies, and they help set the development direction. Several commercial service providers also take responsibility for parts of the core code.
Can someone host ILIAS for me?
Yes. The ILIAS website lists professional service providers, mostly in Germany and Switzerland, with others in Austria, Italy and Spain. Their services include hosting, performance and security support, implementation help, staff training and custom plug-in development. You can request quotes from all of them through one contact address.
Does ILIAS support SCORM?
Yes. ILIAS supports SCORM 1.2 and SCORM 2004, both as a player for packages built elsewhere and as an environment for building learning modules. It also supports IMS QTI for test questions, IMS LTI for connecting external tools, and LOM metadata.
ILIAS or MyPass Community Edition: which free LMS should I choose?
Choose ILIAS if open-source licensing, academic testing tools and a community-governed project matter most. Choose MyPass Community Edition if you want a free self-hosted LMS with a quick setup wizard, unlimited registered users and a direct path to hosted plans from the same company, plus AMS integrations and course sales if you are an association.
